Shelley Maberry is the founder, owner and CEO of MCES. She provides leadership and administrative oversight to both the Grant Development and Evaluation Services divisions. Maberry has more than 25 years of grant management and evaluation experience and a diverse background in both academia and the private sector. With multiple degrees in Education, Maberry is the academic editor of two collegiate texts. She has personally written over 75 grants in the last four years and has served as an external evaluator on more than 100 federal and state grant programs during that same time period. Maberry is fluent in developing logic models for research and program development and as such using those designs to guide the evaluation process. She is fluent with both qualitative and quantitative research methods as well as with human subject protocols and regulations. She is experienced with a host of research tools including survey development, interview and focus group protocols, case study and statistical analysis of quantitative data. Committed to professional development, she has completed over 200 hours of training in the past two years. A respected expert in the field, Maberry has presented at numerous state and national conferences on topics ranging from program evaluation and curriculum design to program implementation. She has also served as a grant reviewer for numerous federal, state and foundation grantors.
Lynne Paeno is both a grant writer and researcher for MCES. She brings deep knowledge of grant and RFP/proposal writing for state, local, and federal opportunities, and extensive experience in grant research, fund development, project management, content development, compliancy, and program design. Her expertise spans a variety of verticals including education, law enforcement, biosafety bio-surveillance, defense, homeland security, IT, transit, health, and child welfare. Lynne has worked closely with Tier 1 System Integrators across the country to develop compelling and winning federal, state, and local proposals, from small Foundation proposals to large-scale responses to federal and state Requests for Proposals for Tier I institutions such as Deloitte & Touche, Accenture, ATK, and EADS North America. She has also worked with more than 60 K-12 school districts and institutions of higher education, creating proposals for a variety of topics, including unique programs such as such as Illinois Department of Commerce and Economic Opportunity (DCEO) Public Sector Electric Efficiency. She has excellent writing skills with an ability to quickly adapt and develop high-quality content about client products/services. One of her key assets is her ability to defuse the tensions of clients and end staffers working to tight deadlines.
Quality Control Supervisor Mike Marcinkowski helps clients deliver the compelling messages needed to launch and maintain grant programs.
Organizations seeking funds must prove the existence of a problem and the promise of their proposed solution. Those fortunate enough to receive an award must then market their program and document results. Applying two decades of journalism training, Mike works with the rest of our staff to combine words, numbers and images to get clients’ point across in proposals, brochures, participant surveys and progress reports.
In addition to his communications experience, Mike assists the evaluation division in tracking programs’ success, through his training in database programming and protecting research subjects.
For more than nine years, Paige Warren has served as the first point of contact for clients seeking grant related services from the Maberry team. Serving in the dual role as administrative assistant and client intake specialist, Paige’s duties include: initial client assessment; client referral; non-profit development including mission statement guidance, board member selection and development, creation of bylaws, state and federal filings; funding opportunity research; providing guidance on SAM and grants.gov registration; and maintaining internal fiscal controls.
Paige works with various non-profit organizations, for-profit businesses, schools, colleges, and universities to identify potential grant-funding sources to meet their funding needs; creating tailored funding opportunity lists based on federal, state, local and foundation funding sources for clients that have assisted them in identifying the most appropriate funding sources for their project needs.
She annually updates her human subjects’ certification with National Institute of Health and has completed multiple professional business training seminars.
